I'm having the same issue. I've done what is usually suggested when an error pops up (clear cache, go incognito) but it still doesn't seem to fix the issue - which is that QBO has a break in their code to pull the ROE.
I can now get May 17th rates but not the current date, seems to be a day behind.
Ugh. Guess I'll be using yesterday's ROE for today's entries

It's vital that all your transactions are entered correctly for your totals to be accurate. QuickBooks Online is a great tool able to help you create and send invoices to your customer so they know the amount owed to you for your services. I can point you in the right direction for assistance with exchange rates.
Thank you for trying it on different browsers as well as clearing the cache, as sometimes that can be the cause of errors like the one you're seeing. What I recommend is to reach out to the QuickBooks Online support team. They'll be able to assist with steps to try and get that automatic exchange rate to appear, and notify the engineers if the error persists. You can reach them using these steps:
Schedule a Callback or start a Chat: click (?)Help in the upper right > type and enter "Contact support" into the QB Assistant > click Contact Us > explain your situation > click Let's Talk > choose Get a callback or Start a Chat.

In the meantime, for the day affected, you can use the text box for the exchange rate to adjust it to the desired rate so you can have those transactions added to your books.

Alex - appreciate you taking the time to reply but it doesn't really help the issue which is why is the auto-populate for ROE doesn't work. What change happened in QBO?!

Our engineers are aware of the issue and is in the process of being prioritized/investigated. Although this is being actively looked at, we do not have an ETA for resolution at this time.
Still not working
Would really like to see a listing of current issues being worked on that QBO updates daily.
