Time Rounding

I have rounding set for 10 minute increments, but I am noticing that if employees clock out a minute before or right on a 10 minute increment it will push it to the next 10 minute increment.  For example, of an employee signs out at 8:29 or 8:30 it will push the time to 8:40. From what I’ve been able to find on the topic, this doesn’t make sense.

Any Insight is greatly appreciated!
