Truck fuel includes tax/es. Therefore it is neither zero rated nor exempt rated. As to whether it is also out of scope depends on whether you are registered for GST or HST. If you are not registered for GST or HST, you cannot claim ITC. Therefore there is no point to claim GST or HST. In such a case it makes sense to put it under "Out of Scope".
