When you say toolbar, I figure that you're referring to QBO's left navigation menu, as this is the only bar of tools in the account. If you're not seeing the options down the left-hand side of your account, use the three horizontal lines at the top of the page to collapse and expand this menu.
If you don't see the three "sandwich" lines used to expand and collapse the menu bar, take a look at this helpful article in which my colleague explains how to restore that option: Expand and Collapse Left Navigation Menu.
I know you've already tried clearing the cache and cookies in your browser, however if the above steps don't resolve this issue, try using a different browser all together.
