I use quickbooks 2021 desktop and when I open the program I am getting a communication error message. It pops up and asks me to fill a report. I have the option to send or not send the report. I have done both (send and not send) the message still pops up when I either open the program, and also when I switch to a previous company.. (I have two company books). Why is this happening.

Can you open the sample file without any issue?
I did as you suggested, open the No Company File Icon and the message (see attached image below), and I created the QBTEST folder and copied the company file to it, and it still open with the same message. Error code # 24543 80000. I have backed up my two company files. Is there anyway you can contact me to talk me through the process of resetting the company files?
Your QB program is outdated and I am not sure Intuit Support is willing to provide any help. You should contact @Fiat Lux - ASIA directly via email and they can offer more advice including a remote service assistance.

No, the sample file had the same message.
If I upgrade, will not the problem transfer to the new upgraded program as well?
