Thanks for inquiring about the Cash Flow Planner, which is a relatively new feature that's available in QuickBooks Online. There are a few reasons why you might not be seeing this feature in your account, so let me give you a hand with that.
For most users, the Cash Flow tab is located on the left menu, which can be accessed by hitting the three horizontal lines in the upper right corner of QuickBooks Online. It's located below the Sales tab. That's where you'd go to access the Cash Flow Planner. Since you're not seeing that option, it's for one of two reasons. First of all, the Cash Flow Planner isn't yet available to QuickBooks Online Accountant users. If you're using QBOA this feature isn't available to you which is why it doesn't appear. If you're using the Multicurrency feature in either QuickBooks Online Essentials or Plus, you also won't see the Cash Flow tab on the left menu.
I hope this clarifies things. If you're not using Multicurrency or QBOA, it's a good idea to reach out to our support team outside of the Community so we can help troubleshoot this with you. Before you reach out, I suggest giving the browser and internet troubleshooting steps below a try. They'll help to indicate whether the issue is with QuickBooks or with your browser's cache and cookies.

This doesn't work, I unfortunately found that the reason why it's not popping up is due to our account's multi currency setup.
Why and how is a multi currency account not able to use the Cash Flow Planner feature? Basic reports are able to just fine, that doesn't make sense.

In order to request this feature to be updated in the future to include multi-currency, you can give feedback by navigating to the Gear Icon, then Feedback. Comments made in this section are considered when making future updates to QuickBooks Online.
