Using the QuickBooks Online desktop app is a great shortcut for accessing your account. I know how important it is to have access to your account, so I'd be happy to point you in the right direction for help with this.
The VC ++ Redistributable Package is an installation on Microsoft which allows you to run applications. In some cases you may need to manually reinstall/update the Microsoft Visual C++ runtime, which is required for the server to run. The installation attempts to install these automatically, but this seems to fail sometimes (for example missing entry point).

I started having the same pop up this morning.
I attempted to download the 2015 package, but it would not install because a newer version is already installed (2017). When looking at installed programs, I do not see the 2015 version.
From dd_vcredist_amd64_xxxxxxxxxxxxxx.log file:
[945C:4F3C][2020-02-24T10:55:28]e000: Error 0x80070666: Cannot install a product when a newer version is installed.
Solution: I had to uninstall the C++ 2017 versions, install the 2015 version, and then reinstall 2017 (if needed).
I did not have the 2015 redist in add remove programs either. But like you I did have the 2017 version. I didn't uninstall it. I simply clicked repair and every thing is good again.
Hi, I have installed Microsoft Visual C++ 2015, both the 64bit and the x86 version. But the same message pops up, "Quickbooks needs the Microsoft Visual C++ 2015....". I tried uninstall and reinstall the Redistribution pack, then uninstall and reinstall the Quickbooks desktop app and restart my computer...all did not work. Back to the same pop up message. What else do I need to do??

At QuickBooks Online making sure the program works the way it was meant to is something we focus on. Allow me to point you in the right direction.
To fix an issue with Microsoft Visual C++ you will need to uninstall all aspects of it from the computer before installing it again. As this is a very intricate process I'd suggest reaching out to an IT professional to make sure all versions and files of Microsoft Visual C++ are removed. Once they verify it's completely removed you can then install Microsoft Visual C++ so the app will work. If it still does not work you may need to use the website version of QuickBooks Online.
