Good job on your first Community post. I'd be glad to assist and share info about reports in QBO.
Depending on the report you're running, you'd have to manually enter the reporting period. You're on the right track with how you're running the reports so far. I know how having the specific date range you're looking for would save you time. I recommend sending this feedback over to our product developers. You can do this by clicking the gear icon and looking for Feedback. New product ideas and imprivemnts are largely based on the feedback we get from users like you.

So if I understand you correctly, I can schedule the budget reports to be sent out on a monthly basis but the report period can only be fixed dates not relative?
If that's the case, then scheduling them seems pointless since the reporting period will have to be changed first anyway.
I want to make sure we're on the same page. What are the specific dates you're looking to schedule your reports for?
Specifically I would like to set the reporting period to year-to-date-last-month. However that option does not seem to be available for budget reports.
I see what you're saying. At this time, that option isn't available in QuickBooks Online. You're more than welcome to send feedback about it to our engineers. In the meantime, feel free to ask questions.
