I'm glad that you've upgraded your subscription to access the project feature in QuickBooks. Projects should automatically appear on the left hand side menu. If you're able to find it, go back to your regular browser and clear its cache. You can also another supported browser to access your QBO account. This might be a temporary issue with QuickBooks and the current browser that you use.
If you are an accountant user you may need to turn on this feature

The recommended troubleshooting steps provided by my colleague should let you have the Projects feature in the QuickBooks Online Plus version. Since it still doesn't appear on the Dashboard, I'd recommend reaching out to our Customer Care Support. This way, they can pull up your account and determine the reason why you don't see the Projects feature.
