At this time, QBO doesn't have an option to add an additional charge as a percentage, but you can add the fuel surcharge as a line item on your invoice. Create the service item named for the surcharge and select the income account it posts to on the item screen. Set the rate to the decimal percent for the surcharge, ie 25% = 0.25
On the invoice, enter the amount as the qty
ie if the sub total of the invoice is $2,569.32, then enter 2569.32 as the qty

Rustler's idea to add it as a line item with the Rate being the percentage you want and add the amount of the invoice in the Amount. Yes this needs to happen ASAP, with the current fuel prices. There needs to be a toggle switch that I can turn on a fuel surcharge on all memorized invoices and then as fuel prices go down I can toggle the switch off and it removes it from all memorized invoices. We are a service based business that bills clients the same amount each month but fuel is killing us. Come on QuickBooks, add this feature ASAP!
