Having the right items show up on an invoice is a great way to keep your books correct. I can help you with this.
QuickBooks Online makes adding taxes easy by asking a few quick questions and doing the rest itself. At this time the only way to charge a tax as a flat rate would be to enter it as a line item. This is due to all sales taxes requiring you to enter a percent instead of an amount. In order to add the environmental tax as an item you can look through this article.
Before creating the item however I recommend reaching out to your accountant to make sure it's set up to go to the correct accounts. If you don't have an accountant no worries, we can help. You can go to My Accountant>Find a pro to help to find one in your area.
