It does seem odd that it is not correct as QBO does have default tax rates for the location you have chosen. When you go to 'Add tax' in QBO, the first item says:
Add the provinces where you track sales tax, and we'll take care of the rates. If GST/HST, PST, or QST rates change, we'll automatically add the new rates for the provinces you selected. We'll also create group tax rates for GST + PST so it's easy to apply them together.
I've just tested this and created a tax rate for Manitoba. The system created two PST rates for MB; one called PST MB 2013 @ 8%, and one just called PST MB @ 7%. It is likely that it keeps the historical rate for older transactions. It appears you should be using the PST MB 2013 rate; my guess is that is the year the PST changed to 8% . . . ?
If that doesn't help, I would contact the Help Desk to get some insight as to why you are not seeing the correct rate.

How do I contact the help desk. Im really hoping there is a phone number because I have been trying to change this tax rate for the past 3 hours.

Although you can edit a sales tax rate in QuickBooks Online, you can make them inactive. In this situation you'll want to create a new tax rate for Manitoba by following these steps;
1. Open Taxes from the left menu and then Sales tax
2. Choose Manage sales tax
3. On the Tax agencies tab, locate the agency associated with the rate you need to make inactive
4. In the Action column, select Make inactive
