I'm glad to hear that you've done some troubleshooting already and accessed the account from a private/incognito browser. I'd also recommend clearing cache on the preferred browser to see if you get the same result. However, based on the information you've provided, I suggest taking a look at the payroll subscription to ensure it hasn't fallen inactive. If this is the case, your client will need to resubscribe to QuickBooks Online Payroll so that you can access the necessary forms.
Here's how to check the subscription:
1. From the client account, click on Settings ⚙ in the top right
2. Select Account and settings
3. Choose Billing and subscription from the left menu
4. There'll be an option to resubscribe, if it's fallen inactive

I have the exact same issue. The support staff are a nightmare to deal with. How can we get someone on the phone who knows what the fix is? This is extremely frustrating
