When I try to import CIBC bank stmts there is a message "we don't import statement for this account". I have been successfully importing statements for many months. There was a recent issue with the CIBC bank feed, is this part of that same issue?
Try opening your QBO account on any private/incognito browser. Did you encounter the same message?

QuickBooks Online is currently investigating the situation with CIBC. Although we don't have an ETA for resolution, our Development Team is working diligently to get this fixed as soon as possible.
