Welcome to Community! I can see how your day can be affected when you're not seeing options to customize templates, or choose an alternate template when creating an invoice. QuickBooks Online allows business owners to manage and set user roles within different areas of the account, based on the product they've subscribed to. I'd be happy to assist!
Initially, I recommend clearing cache on your browser and then log into your QuickBooks Online account using a private or incognito browser. You may want to also try Google Chrome, Edge, Safari or Firefox browsers, to see if you get the same result.
In addition, I suggest reaching out to the Primary Admin on the account with regards to your user permissions. They'll have the ability to review your user role and make any necessary changes to allow the you access you need.

What permission needs to be toggled 'on' in order to have users (other than admin) access the customize button when generating a new invoice?

My Standards Users - All Access also cannot access customized templates. Several threads have suggested these are the permissions required but they still do not work.
Could someone from QB reply with an answer instead of linking to article about permissions that doesn't explicitly answer this question?

How do I give my accountant permission to create a custom invoice in QuickBooks Online? None of the information available about permission levels refers to Custom Form Styles.
You can utilize the Manage users feature to send an invite to your accountant, RN58.
User roles with access to create custom invoices include Standard All Access, Primary Admin, and Accountants. However, custom form styles are exclusive to admin users or accountants.

Custom form styles is not accessible with Standard (All Access) permission enabled on QB Online Plus. My accountant has this access enabled already. I seem to be the only person who can access it, I am Primary Admin. I don't want to make my accountant Primary Admin. Please check into this issue further and advise what to do.

The ability to manage Custom Form Styles is indeed tied to specific permissions in QuickBooks Online Plus, Rose.
Currently, only the Primary Admin has full access to these features, and users with the Standard (All Access) role do not have the functionality required to customize form styles.
You can add your accountant as a Company Admin, allowing them to perform most tasks, including managing settings and accessing customized invoice templates. But, they will not have the ability to change or reassign the Primary Admin role.
