My business is selling products to China from Canada, we use a third party courier to do the shipping, we get a waybill for each shipment, and it can be tracked on the courier's website, the CRA asked to provide sufficient proof in order to prove that my supplies are zero rated supplies or they will considering me to be making taxable supplies at the GST/HST rate of 13% for all my sales, which is so wrong. We don't even sell locally to Canadian market at all.
As we don't do the export shipping ourselves, we only get the waybills from our courier, I am wondering if this is sufficient to be the export documentation?

I recommend confirming with the CRA about what specific documents are need in order to ensure accuracy. Otherwise, I recommend running the tax reports in QuickBooks and exporting them. The CRA asks me for this: "the complete sales listing information with sales invoice numbers and name of clients as per name shown on issued sales invoices, and export documentation by the deadline outlined in our letter."
So I have no idea what "export documentation" mean, since the shipments are all under $2000 CAD for each of them, they are not required to be custom declared when exported out of Canada, the third party courier only provides me the waybills for each shipment. I am sure the courier did ship the packages to my customers in China as they all received their packages.
I can only provide the waybills and tracking info for the shipments, will this be sufficient?

You should get an accountant who specializes in sales taxes. If your products are zero-rated, they can get a ruling from the CRA.
