I've done some digging and it turns out this feature isn't yet available for Canadian QuickBooks Online accounts. I'm going to be contacting the Community moderator team so they're aware of the published article I linked above.
I appreciate you bringing this to my attention. I know how eager you are to import your budgets, so I'd recommend submitting feedback about this for the product development team to review. You can do so by clicking the Gear icon > Feedback.

Hi there,
Many businesses create budgets and use them to track their actual sales and expenses. QuickBooks Online has smart budget tools to help you manage your finances in a simple and easy way. I'll explain more about the Budgets feature and it's limitations in QBO.
While you're able to easily create budgets in QBO Plus, you're not able to import budgets at this time. I know many of our users are eager for this option to become available, so I'd suggest submitting feedback about this to our team by clicking the Gear icon > Feedback.
Here's what you need to know about creating budgets in QBO.
Make sure the beginning of your fiscal year is set in QuickBooks. You can create a budget any time, but it helps if you start at the beginning of the fiscal year.
If you already have your budget data, you can skip this step. If you don't have it yet, use your QuickBooks data to start your budget:
Use this info as a guide to create your budget. Next, click the Gear icon > Budgeting > Add Budget.

Hi Addie, thanks so much for your quick response. I have a follow up question please! :)
I'm working with the QBO tech support team right now and they asked if you could please post a screenshot of Step 3, item 2: "Select 'Import Budget'". We are in QBO Plus and followed all those steps (set fiscal year; clear cache; went to Settings > Budgeting) but there is no "Import Budget" button. A screenshot of the Import Budget tool would be very helpful to show what we are looking for.

I recommend sending feedback about this by clicking the Gear icon and looking for Feedback. By doing this, our engineers can send you an email about the feature you've requested through your QuickBooks Online account. Let me know if you have questions.
