Welcome back to the Community. I'll be happy to share more info about user roles in QuickBooks. QuickBooks makes it simple for you to manage your users using the user-friendly features.
Based on the info you've shared, I recommend looking into creating a limited user in QuickBooks. There are three types of limited users that can be added to the account;
All the limited users on the account can view the dashboard. A way around this would be adding None user. This user can't use any of the accounting features in QuickBooks Online. They can submit time sheets. I encourage you to learn more about user roles by browsing this helpful article: User types and user permissions in QuickBooks Online. If you're looking for more specific restrictions, I recommend sending feedback to our product developers. You can do this by clicking the Gear icon and looking for Feedback.

I dont need to create a NONE user though. They need to enter and receive payments so that would be pointless to do that as then they cannot do what is required in their job description.
For 2 years people have been asking about that and I cannot believe that nothing has been done about it yet. ON the desktop version all of this was available and to limit users access to areas.

I totally agree with this!
All I want my staff to be able to do is run the Product History report from the Products and Services tab. Such an informational report and will really enable them to do a better job for our company.
Totally ridiculous that reports are an all or none scenario. Or that you have to setup a separate user to manage report access only. And now I see that they are monitoring how many user accounts you have so they can force you to upgrade easier.
I've been getting a lot of social from Oracle Net Suite comparative to Quickbooks, maybe that's worth looking into since Quickbooks isn't willing to change.
