Workforce is a great option for employers and employees alike to electronically share information for pay stubs and year-end forms like T4s. I'm happy to share that this is still an option in QuickBooks Online Canada at no extra cost to your Payroll or QuickBooks Online subscription. Since you're seeing broken links, I'd like to troubleshoot to get you back on track.
Knowing which links you're looking at and whether you're approaching this from an employer or employee perspective if useful for this kind of situation. I'll go over some basic troubleshooting and cover both perspectives to make sure that you're able to get going with Workforce as you'd like.
When you come across links or buttons that don't seem to be working, meaning that when you click them, nothing happens, the best place to start is with troubleshooting for cache, browser, app, and Internet issues. Since QuickBooks Online works in the cloud, it's important that these areas are good to go so that you don't have troubles with QuickBooks. Here are steps I recommend trying.
When you're still having trouble after that sort of troubleshooting, that's where knowing whether you're coming at it from an employer or employee perspective comes in handy.
To start, let's make sure you have the right steps for each of these areas. For employers, if you're having trouble with the setup to invite your employees to Workforce, you can connect with QuickBooks Online support to work out what's going on. I'll get you those contact details in just a moment. Schedule a Callback or start a Chat: click (?)Help in the upper right > type and enter "Contact support" into the QB Assistant > click Contact Us > explain your situation > click Let's Talk > choose Get a callback or Start a Chat. Thanks for your reply, and apologies for the lack of specificity in my original post.
I was creating a new employee and saw the "Learn about Workforce" link in the QBO employee creation form. This link did not find any content to display. Similarly, a Google search on "Quickbooks Workforce Canada" would yield a variety of links to Intuit help pages, but all of them said something like "Did not find any content".
Perhaps it was just a temporary glitch in your content server, as it seems to be providing some content now.
I'll review the content and access the chat if I need more help.

I'm glad to hear that you've been able to access the content on Workforce that you were looking for. If this happens again, I have a couple steps that you can run through that might allow you to see the content that's not visible or loading. Since QuickBooks Online is a a web-based accounting software, it allows you the flexibility to work from anywhere as long as you've got an internet connection. However, on occasion the images and files stored in your browser's cache can cause glitches or problems that prevent you from seeing the content you expect to see.
This problem can happen in any web-based program, but it's most noticeable in programs that you regularly navigate. The steps below will help troubleshoot these browser-related issues so that you can get back to business:
Try a private browser window
Try another browser type
Make sure you're using a supported browser and system
Reset your Internet or try on another computer or device

When the employees are invited to create their Workforce account, will they be able to see their PAST paystubs, or only the paystubs for paycheques issues subsequently?
I want employees to start seeing only the NEW paystubs, as previous ones had incorrect holiday and sick pay accruals (which I was correcting on the paper paystubs).

Welcome back, mladak. This is a good follow-up question for working in Workforce and I can see why it's one you'd want to know the answer to. I like you're callout about including this detail in our resources about Workforce, and I'll submit the request to our content team.
As for whether your employee will see all the pay stubs or only the ones moving forward, your employee will have access to all of their pay stubs, even those run before inviting them to view the details in Workforce. This ensures that they have copies of this information and can get a sense of the calculations they're seeing for their payroll information and tax forms. In the event you still need to make adjustments for your vacation and sick time, you can adjust the amounts via the employee profile. When you select an employee name in the Payroll section, click Edit employee. The option to adjust the sick hours is under the question How much do you pay employee? Select the pencil icon to get to the list of pay types so you can adjust.
For the vacation amount, you'll be looking for the section Let's create a new vacation policy for employee. Simple click Make adjustments to adjust. Here's an article that can help with vacation accrual: Accrue vacation in Payroll
