Great job keeping up to date with the tax table updates! And thanks for bringing this to my attention. I've just tried the link in our Download the latest payroll tax table update article out for myself and got the same result in Firefox. I was, however, able to download the file using Google Chrome. Please try a different browser than what you're using to see if you're able to download the update.
I'll be sure to pass it on to my team right away that the link isn't working in some browsers so we can get this fixed up as soon as possible.
If you're unable to download from any of the browsers, I recommend trying to update directly in QuickBooks Desktop to make sure you have current calculations. The article outlines how to do it that way as well.

I did try that but it does not see any more updates.
Quickbooks is currently at R7_15
It works now as they have fixed the link and removed the links for Quickbooks 2018.
As a note, I was also using Chrome.

Since the update was just released today, I'm thinking there may have been a lag in our system with the article updating.
