Good morning, Thank you for your reply.
However, I did contact the support team, I was informed there is indeed a glitch with the QBO payroll, if a user is to override the taxes or other payroll items in the Payroll Review screen (2nd screen), it will interfere with the project allocation and may not allocate. Unfortunately, this is a huge problem for my clients as often many items need to be overridden. Hopefully, QBO will find a quick and timely solution. Otherwise, my clients will be looking at changing their accounting and payroll providers soon.
