First, I'd like to determine if this may be a browser-related issue. The best way to do that is by clearing cache and cookies on your browser. As you use your browser, it collects cache and cookies which may cause display issues on other websites. I encourage you to check out this helpful article here that shows you how to clear them.

I am having the same issue. Been using QBO for a year and when I would create a invoice I could click on attachment and see all the receipts I had scanned in the QB IOS app. I would simple click on the ones I wanted to add. Worked perfectly.
Now today I am creating a new invoice and click on attachment I am only giving option to located files on my hard drive. I have tried different computers, I have cleared my cache, I have also tried Chrome, Firefox, & Safari. All same issue. Also I do see all the attachments I have scanned on the QB IOS app if I go to settings and attachments.
Yours is slightly different issue than what I was experiencing. But, I too noticed, yesterday, that the ability to add from already uploaded documents had disappeared. I suspect this is not a bug, but rather a precursor to the imminent roll out of Quick Books Advanced in Canada. Likely this will be and "advanced" only feature. Also new in recent days is a warning that I have exceeded the number of classes allowed with my version, which is Quickbooks Plus. Be prepared to upgrade! I am not pleased!

Thank you for the suggestion to contact support. It would not have occurred to me to contact "Account Management and Billing" for support with access to attachments from the invoice screen.
