Quickbooks pro for Canadian 2019, all the VPN users are working properly, just VM users can not open the company file, the error shows quickbooks on server is fine, but quick on computer can not communicate to the company file, ans ask me to check firewall, I disable firewall, same error.
All vpn users outside office and workstations in office are working, just Visual machines on the same server are now working.
And on same server, it is running US 2018 quickbooks server, same error, just vm users could not open the company file.
I am confused with your deployment. Why do you seperate between VPN users and Virtual Machine users? Do you run a Windows RDP solution?
As there is VPN connection not working with something that is not under control, I choose RDP

Also I have uninstalled the bitdefender firewall, and disabled windows firewall.

Another thing to make note of is the mix of Canadian and US products that the original poster mentioned. For instance, they talked about trying to use QuickBooks Desktop Canada, but noted the server is US and with their US version of the product. In this case, you'll want to make sure that Canadian products are working with Canadian systems, including the Database Server Manager for this region if you need to work with that tool.
