I was having the same issue.  My tax tables would not update.  I was using Quickbooks Enterprise 2023 in Canada.  

The solution that worked for me was I updated to Quickbooks Enterprise 2024.  As soon as I did that, and ran an update, the tax tables were updated.  The only downside with updating to 2024, was that I also had to update every other user from 2023 to 2024.  That was the part that took the longest.

I have the same issue.  I need to update from quick books desktop 2023 to 2024 but i was not sent the information via email.   How do I update to 2024?
