I have a client receiving an email from my quickbooks email saying that they will be charging her CC "X" amount of money. IS this a security issue on my end or Client?

It is a scam email but she is the only client to have this issue.

I suggest reaching out to the phone support team so they can view your account details in a secure setting, as well as view your screen to better assit you. You can reach them by following these steps:

 

Schedule a Callback: click (?)Help in the upper right > type and enter "Contact support" into the QB Assistant > click Contact Us > explain your situation > click Let's Talk > choose Get a callback.

Check your audit log, who created the invoice? Are you the only one accessing your QBO account?
