I am going to change bookkeepers and need to transfer access from one bookkeeper to the new one. How is that done if I pay the bookkeeper for the cost of quickbooks and not quickbooks directly? I would also need to transfer the billing of quickbooks to me also but how?

If your current bookkeeper is the Primary Admin, you can simply ask them to transfer that role. Intuit will not interfere with your dispute. Another option, purchase a third-party service to migrate your data to a new QBO account.
