I have an account that i inactivated as I switched it to my personal accounts. It now shows as deleted. There were a couple charges on it that were assigned to the wrong expense category. When trying to change just the expense category it states that it can't because it's a deleted account. I also tried to reactivate the account but when click on "Make active" nothing happens. How can I change this?

I can't see my deleted account in the Chart of Accounts to even try to reactivate it.
I have a basic understanding of what you want to see and reactivate some transactions in your QuickBooks Online (QBO), @jatco. On the chart of accounts check mark the box related to inactive.

Keep in mind, that QuickBooks Online won't add transactions back to the account or edit any journal entries it made to balance your accounts.
