Although customizing further a user's access role is a feature for QuickBooks Online (QBO) Advanced, let me offer an alternative, jaja.
To be able to see the credit card charges apart from the usual vendor expenses, their role needs to be set up either as a Company Admin, Standard all access, Standard limited customer and vendors, or Standard limited vendors only.
Here's how:
I suggest choosing Standard limited vendors only if you prefer to expand their user's role access. Let me share these other access rights this user will have under the role of Standard limited vendors only:
