You can use one email address or one credential for that user when adding them as authorized users in QuickBooks Online Payroll and your QuickBooks account (CAMPS). You can still use the same email address for the new user even if it's already been used in your previous QuickBooks Desktop account. It doesn't matter if the same email is used since QuickBooks Desktop is a different platform from QuickBooks Online (QBO).
To better isolate the issue, let's make sure no other existing user is using the same email address in the QBO account. If there is, please use another email when inviting the user. The new users receive an invite to join the company. Ask them to select the Let’s go! link in the email. They can create a new Intuit Account or just sign in if they already have one. For a QuickBooks Desktop account, check out this article for the steps and details: Add, edit, and remove authorized users. If you encounter the same error message, it's possible that the email user was linked to QuickBooks Self-Employed. You can check that one and delete that user access on that version.
If the same thing happens, this might be a browser cache issue. To see if this is the case, we can log in to your account using an incognito browser. Private browser prevents saving cache and cookies that sometimes cause errors when running frequently visited websites. Here are the useful shortcut keys you can use to access one:
If you're able to do so, go back to your regular browser and clear its cache. Every so often the cache becomes overwhelmed with older data which can potentially cause viewing and performance issues. Clearing it will refresh the system, and you'll be able to work with a clean slate. Switching to another compatible one to help rectify the issue.

Unfortunately, that looks like a cookie cutter copy/paste of how to add users and doesn't seem to answer my question about a user that has already used her email address in QB desktop. QBO says the email address is already in use. How is that possible? How can we assign this user QBO?

I understand you want to add the same user email address from your QBDT to your QBO. I have alternative ways to achieve this. You can follow which one best fits your needs.
Since the email address you want to add is already in use, ask them to sign in and check for an invitation message. You can follow these steps to recover the sign-info.
However, if the user has a different email address, you can send an invite to create a new profile with that email address.
If some users have the same email address, you can update it in QBO.
