The updated invoice and estimate layout was first introduced last year for QuickBooks Simple Start users in October.
I want to let you know that we deploy these updates in waves. The new layout will be rolled out to QuickBooks Online accounts in groups over time until all accounts have been transitioned to the new format.The migration schedule means some users may receive the update sooner than others.
Currently, there is no manual option to obtain the update as it will be automatically applied by the system. However, there is no need to worry as all QuickBooks Online accounts will eventually receive the updated invoice and estimate design.

Thanks for the info and that’s a bummer we can’t voluntarily update to the new version after all this time.
Do you recommend we sign up with a new account and export and import the transactions?

Yes, you can sign up for a new account (Simple Start) to use the new estimate and invoice features. However, as mentioned by my previous colleagues above, it's only available in QuickBooks Simple Start.
But don't worry, our engineering team is on top of things and is constantly working on updates to improve the user experience. Once the update is deployed, you can seamlessly use the new layout without any extra steps needed.
