To resolve this, you’ll have to reset the Administrator password. You can do it using the QuickBooks Automated Password Reset Tool. For more information on how to do it, check this article: Use the Automated Password Reset Tool for QuickBooks Desktop.
If the error persists, you can go to CAMPS and reset the password from there. Here’s how to do it:
