Sadly, there is No one "higher". You need to take into consideration that QB most likely KNOWS some of it's employees are running scams and defrauding their own customers out of thousands of dollars.
See if maybe your bank can or will help you.
Otherwise, all you can do is file a complaint with BBB and FTC.
Good luck.
same happend to us, did you guys get any help?
There is no help from Intuit/ QB. That's why it is suggested to work with your bank, plus file complaints against Intuit/ QB.
We got hacked too. Spent most of the day with 2 different QB reps to try to problem solve. Our non-profit account got locked down because of the hack, which they had tried to change email and password. Our main admin person left the company a few months ago, and she is listed as the contact. She is not available or willing to support in any way. We have put in request to change the back up email for this account, but the ID we have for that account is expired so the rep told us it will most likely be denied - THEN OFFERED NO ALTERNATIVE! So none of us - me the Executive Director, our bookkeeper nor our accountant have access - the account apparently no longer exists. We are paid in advance, yet have no access. I am using this platform via my private QB Online account to see if I can get any direction on next steps. We rely on QB extensively.
I understand how the threat to your data privacy has caused inconvenience to you, @HOCC2023.
I recommend reaching out to our QuickBooks Support Team. They have the right tools to help with recovering your account. Let me guide you how.
Just in case you want to access your Intuit Account and download your data, you can refer to this article for guidance: Access and manage your personal data from your Intuit Account.
Please let me know if you have further concerns about recovering your account. I'm here to assist you.

As long as your QBO account is active, Support will not bother offering any solutions. You may have 2 options:
1. Cheap but risky option. Ask your bank to block subscription payments to have your QBO account cancelled. Then contact Support to reactivate your account with the new Primary Admin credentials.
2. Purchase a third-party service to migrate your core data to a new QBO account.
