I know you're wondering why you can't see the QBO Bill Pay added subscription, @jluce. I'll take care of that and show you where to find it in the program.
Bill Pay is an additional and separate plan in QuickBooks. So, once you subscribe, you can find it and all other additional subscriptions in the Subscriptions and Billing section. I'll write down the steps as your reference:
You can also view your products in Intuit Account Management under Products & billing by clicking the Manage your Intuit Account hyperlink within QuickBooks.

Melio is no longer inside QBO right? Before I could click “schedule payment” to pay the bill but now that’s been removed, correct?
Correct. They replaced it with QB BillPay and you have to subscribe to it. You can take the advice mentioned by SIAB and make sure to get the cashback from Melio.
