We can try upgrading your plan to QuickBooks Online Payroll Premium under Subscriptions and Billing. Here's how:
- Open your QuickBooks.
- Go to the Gear icon in the upper right corner of your screen.
- Click Subscriptions and Billing.

- Below, you can see all the subscriptions billed to you.
- Select the QuickBooks Payroll box, then click Upgrade your Plan.

- Follow the on-screen steps.
If you don't have payroll yet, you can visit the different subscription inside your QuickBooks Account by going to the My apps and select Payroll. See screenshot below:

If the issue persists, try clearing your Intuit-specific cookies from your browser and logging in to other QuickBooks-supported browsers to ensure a smooth compatibility experience.
