I appreciate the reply, however I did see this and try, unfortunately I don't have the same options listed.
There is no "File Forms" tab or anything similar, nor any documents listed with UI of any sort.
Any other ideas?

We're glad to have you back, Sunderman. The File Forms tab can only be found in QuickBooks Desktop. Thus, steps 3 and 4 you mentioned do not apply to QuickBooks Online.
Instead of using the unemployment wage details report, you can use alternative methods to gather your employee's details, including hire date, SSN, and wage details.
If there are other details needed, you can run other payroll reports. Visit this article to see the list of the available reports in your books: Payroll reports.
I then recommend contacting our Payroll Support and helping us get accurate information about the availability of the unemployment wage detail report in QuickBooks Online.
