Why the price increase on payroll on a per employee basis?

Just got the reminder email that Quickbooks plans to gouge us on a per-employee basis.  How I use the desktop software is none of Intuit's business.  I pay for the product and I pay for the payroll addon.  When you only use Quickbooks for Payroll, it becomes a very expensive solution and does not seem worth it anymore.

 

I assume when they did the calculation for how much money they would be making from this, it must have outweighed the cost of how many clients they would be losing.
