Welcome to the Community. I'm more than happy to give you some additional information on user permissions.
A Standard user with limited access will not be able to view all reports including the Profit and Loss report. This user can only access Accounts Receivable and Accounts Payable reports. In addition to that, this user will need customer access in their roles so they can create invoices.

Our new Standard User with ALL Access cannot see our custom reports.
How can this new user see the custom reports?

Users that are added after the creation of the custom report will not automatically receive access to it. Only the existing users are permitted to view the report. Aside from that, let's ensure that the custom report is also shared to All. Here's how:
If the same thing happens, I'd recommend deleting and recreating the custom report.
