If your online bank isn't available to sync with QuickBooks Online (QBO), you can submit a request from within the product. I'll share the steps with you.
Here's how:
Meanwhile, while you're waiting for the request to go through, you can upload your online bank transactions by hand. This is so you can keep your bank balance up to date. See this article for the steps: Manually upload transactions into QuickBooks Online.

I have followed your instructions below many, many times over the past few months, but never hear anything back, so I just keep trying. Do you know if my requests were received? It just says something like "we'll work with your bank" and that's it.
My bank was connected until August 2020 when they changed their URL. My bank is saying (per my original message) that the issue is on Quickbooks end. Below is the complete message.
The issue you outlined below with this break in the "Express Web Connect" feature in Intuit, is due to the fact that their system is/was using old servers that are no longer active for your CU. Your member will need to open a support request with Intuit to get their connections updated with the correct online banking URL's.
Intuit's old connection method is essentially a screen scraping tool that requires your members to pass on their login information to Intuit's servers so that they can use it to automate the data scraping. We don't block this practice, but we also have no control over their code working either. “
