You can only move or import lists in QuickBooks Online like suppliers, customers, inventory, and chart of accounts. As well as your opening balance from another software into QuickBooks. With this, importing employee report from Gusto via PDF to QuickBooks is currecntly unavailable. For now, I suggest contacting your app provider or the Gusto Support Team. That way, they can provide details if there's a way to directly import employee report from their app to QuickBooks Online for payroll purposes.

I'm here to share details when importing from Gusto to QuickBooks Online.
As my colleague shared above, the information you can import from Gusto to QuickBooks is your supplier's name, customer's name, inventories, and chart of accounts.
For your employee's report, I'd suggest looking for an application that helps to bring the data into your QuickBooks account.
Once the items are listed on QuickBooks, you can run some payroll report like Payroll Summary by Employee, Payroll Tax and Wage Summary, and many others.
