The Reconcile tab can be seen either on the Accounting menu or the account's register. See the screenshot below for your reference. You're right with going directly to the account, however, there isn't a way to change the date when it's already reconciled.
To check off the re-entered transaction, you'll have to find it in the register. Then, run your previous reconciliation report to ensure the transaction you recreated is matched with the deleted one. Here's how:

Once verified, you'll need to manually mark the transactions as "R" as seen in the screenshot below. This amends the opening balance of the current reconciliation. This also ensures your account in QuickBooks matches your previous bank statement for the previous reconciliation period.
