One possible reason why you’re having the issue is that the pdf reader is damage. There are several users who were able to fix it by running the pdf repair tool. Below are the steps to do this:

Prior to doing these steps, you might want to make sure your QuickBooks release version is updated.
If it didn't make any difference, I'd recommend calling our QuickBooks Desktop Technical Support. They can pull up your account in a secure environment and help you install the PDF driver.

Enterprise 2018/ Windows Server 2016
I'm not sure you can reinstall outdated QBD Enterprise. Download the trial version for QBD 2023 Enterprise and install it on your server to make sure.
i tried QB tool hub, and in Windows repair tool cannot fix
I even was with Microsoft, They said its a ABS issue
I get error 1721, tried ABS 3 ways to fix nope
I deleted the ABS program they said to try adobe, still wont work. PDF is Greyed out in QBooks
All was fine in Windows 10, Now its a friggen mess ....
