You can handle clients around with the help of QuickBooks Online Accountant (QBOA). If you plan to manage outside US jurisdiction, you must sign up for QBOA in that specific area. In this, you can only be added to the US ProAdvisor directory.

You’re also right that there’s a separate ProAdvisor directory for Global versions, and taking this can only be obtainable if you have the same region with your QBOA.

I am from Pakistan 

You can get certified for QBO US version ProAdvisor but you will not be listed. You must live in the US and meet other requirements. You can get certified for QBO Global version ProAdvisor but they haven't launched the Find a ProAdvisor website for the Global version.
