E-filing 941 keeps rejecting.

How I went through QuickBooks and changed my filing method to e-file and followed the instructions to register. Then I received the letter from the IRS with my 10 digit PIN. I followed the instructions  to complete the registration with the IRS. However, I keep getting the 941 form/report rejected. Can anyone help me and maybe tell me what I'm missing?
