I received an email 02/16/23 stating Quickbooks had FINALLY fixed the issue with this report.  Unfortunately it is STILL not running correctly.  The State Wage report just gives sample data so this should still be an open issue until the QuickBooks programmers can figure it out.  It's only been since 2019 so not sure when it will be made a priority by the team.  The only thing that happened is now you don't get the message the report did not pull in all the data!
