Filling a $0 form 941

I use EFTPS to file my 941 for FICA, SS, and Medicare each month but since I semi retired and don't do much work, I did not pay myself in January. However, IRS says I have to file monthly 941's even if there was no payroll. The problem is, it EFTPS does not accept a zero amount.
So, what do I do and how do I do it?

@Pettyguy  Unless I'm unaware of something, EFTPS is the method to pay your 941 tax, not the method to file it.

As far as the payment schedule, if you owe more than $2,500.00 in 941 tax a Quarter, you are expected to pay monthly.

This is a list of the 941 forms sorted by year, free to print off and fill out. These should be filed once per Quarter, due by the end of the month following the Quarter in question.

@Pettyguy  Sorry, head's a bit fuzzy tonight.

Regardless of the link I showed, Quickbooks itself can print the 941 reports and fill them out for you.

To find the option, use the menus at the top.

You'll want to use Employees>Payroll Tax Forms & W-2s>Process Payroll Forms.

This will open up the section of the Payroll Center where you can generate payroll reports, including the 941. Careful not to select the 941-X by mistake.

Thank you for reaching out regarding your Form 941 filing situation. I understand navigating payroll requirements during periods of reduced business activity can be challenging, especially when your usual filing methods don't accommodate zero-amount reports. Let me clarify the process and provide steps to ensure you comply with IRS regulations.

First, I’d like to acknowledge the suggestion from FishingForAnswers. As he pointed out, QuickBooks Desktop can print and fill out the 941 reports for you, even if there is no payroll to report. Here’s how to generate the 941 form:

  1. Go to the Employees and select Payroll Tax Forms & W-2s.
  2. Click on Process Payroll Forms.
    Screenshot 2025-02-08 053702.png
  3. Select the 941 form.
  4. Tap Create Form.
  5. Choose the Filing Period from the drop-down, and then select OK.
  6. Hit Next and review all pages of the form.
  7. Once done, tap Check for Errors. QuickBooks will identify any errors on the form, which you’ll need to correct before printing or saving.
  8. If you can print and save your form, click Save as PDF or Print for your Records. Choose Save and Close, if you need to return to the form later.

If you have e-filing set up in QuickBooks, follow the prompts to submit the form electronically, even though all the entries are zeros.

Users without e-filing capabilities should print a copy of the completed Form 941 and mail it to the IRS at the address specified for their location and form type.

The IRS only requires the form to show that there was no activity. The Electronic Federal Tax Payment System (EFTPS) is used for remitting actual tax liabilities, so you do not need to use it if there is nothing to report.

Additionally, if you encounter issues while generating your 941 form in QBDT, you may find a solution in this article: Troubleshoot Form 941 in QuickBooks Desktop Payroll.
