This is the error message I am seeing whrn I try to file for '1/1/2022-03/31/2022' :
This form will be ready before the due date, typically by the first or second week after the period ends. Please check back then.

It's not you or Quickbooks. The NJ website has been having problems. I had issues filing NJ Sales Tax on 3/20 and 4/20. There was also a problem trying to file a CBT100-V on 4/18.
