I'm here to help enable WorkForce (WF) access for the new employee with prior email used.
After sending an invite to an employee, the email address becomes associated with the WF account, and only the employee can make changes and update it. Removing the email address from the previous account's profile does not remove the association with the email address and the prior WF account.
To resolve this, I suggest re-enabling WF access from the old account and resending the invite from the new account's profile using the prior email. This way, your employee can Sign-in using the prior WF account credentials and switch between two WF accounts.
