I was facing the same issues, If your QuickBooks isn't starting the paycheck process, try these following steps:
1. First of all, you must ensure about your QuickBooks and payroll subscription are up to date.
2. Secondaly, check internet connectivity.
3. Clear the cache and restart QuickBooks.
4. Verify that the payroll service key is correctly entered.
5. Make sure the employee setup is complete with all necessary information.
6. Run the payroll setup interview again.
