Quickbooks won't efile Colorado withholding taxes.

I have signed the signature pages to efile in Colorado, but QBs payroll is not recoginizing this. Is there something special I need to do to connect QBs to Colorado Revenue Online for state withholding?

Let me share information about e-filing Colorado withholding taxes in QuickBooks Online.

 

Some states need you to authorize QuickBooks as your third-party administrator to pay and e-file on your behalf.

 

Here's how:

 

  1. Sign in to your CDLE account.
  2. Choose Account Maintenance.
  3. Select Third Party Administrator (TPA) Authorization.
  4. Click New to create a new TPA relationship.
  5. Enter the TPA ID in the required field.
  • QuickBooks Online Payroll: 500003214
    • Note, that our name will appear as QuickBooks Payroll Inc
  • QuickBooks Desktop Payroll Assisted: 500003229
    • Note, our name will appear as Computing Resources Inc
  1. Select Next.
  2. Enter the Service Begin Date. The Begin Date must be the first day of the quarter we’ll pay and file for you.
  • Example: If you started your QuickBooks payroll service in September, the beginning date will be 7/01/2023, the first day of the 3rd quarter.
  1. Select the boxes next to the following roles.
  • Edit Employment and Wage Detail
  • Edit Tax Payments Update and Submit
  • View Rate Notice and Voluntary Contribution
  1. Hit Save. You’ll see the assigned roles that have been elected.

 

Once done, review or modify your taxes and forms preference. Follow the steps below:

 

  1. Go to Settings ⚙, then select Payroll Settings.
  2. From the Taxes and Forms section, select Edit ✎.
  3. If you want to handle your taxes and filings yourself, select I’ll pay and file the right agencies through their website or by mail.
  4. Select Save, then Done.

This is for Colorado Department of Labor Unemployment.

 

Is there a way to provide 3rd party access for Colorado Department of Revenue for State withholding? I've called Quickbooks support and they said to call CDOR. When I call CDOR, they tell me to talk to Quickbooks. I've entered in the information and for months now it shows pending.

 

Do you have a username for CO Department of Revenue to set up a 3rd party access?

 

I'm a little frustrated because we are paying for full-service but we are having to pay and file our own Colorado Withholding taxes and forms.

Intuit, it is a problem with your api/coding. You need to contact CDLE and figure out why it’s not working. Stop wasting everyone’s time. Your payroll department can’t fix it. All the instructions you have won’t fix it because they don’t work. Your development team needs to work with the CDLE to get this working for your customers. You are screwing over your customers by not fixing this. Until you, Intuit, works with the CDLE to fix the issue, you look come off as a bunch of morons that don’t know what you’re doing or you simply don’t care, either way, you are a joke at this point.

These are instructions for Quarterly CO UI and Solvency Tax. Currently there is not an option to switch to epay. The default option is check only. How can I change to epay? 

Under the monthly Colorado withholding option  there is an epay option however the website is different: https://www.colorado.gov/revenueonline/_/

 

Still stuck manually entering Colorado Quarterly and montly taxes manually. Would be great if you can make e-pay work for both

You have multiple options to pay your taxes. You can choose to have QuickBooks pay them for you, pay them electronically through QuickBooks, or pay them manually as you have been doing.

 

If you opt for QuickBooks to pay your taxes, you will need to set it up first. Note that if you turn this option on, ACH Credit payment for your unemployment and withholding taxes will be available. Conversely, if you turn it off, only withholding will be available for ACH Credit, and you will have to manually pay for unemployment.

 

QuickBooks follows the payment options provided by your state. If you have authorized QuickBooks as your third-party agent, and the option to e-pay is still unavailable, please reach out to our support team for further assistance. They will provide you with detailed instructions to follow.

 

To reach a live representative, here's how:

 

  1. Log in to your QuickBooks Online Company.
  2. Click on the Help button at the top of the page.
  3. Choose the Search tab, then click Contact us.
  4. Type in your concern, and click Continue.
  5. Under Callback, click Have us call you button. This will route you to enter your details.
  6. After that, select Get a call.
  7. You will now be added to the queue and wait for us to call you.

Thanks for the reply but that's generic info. Under edit payroll schedule (quarterly payments) there isn't a radio button option to select epay... it is defaulting to check only. It's seems like Intuit intentionally removed the epay option, perhaps because epay still won't work in Colorado? This issue should really be escalated.

I just wanted to clarify that the option to select the epay option is still available and it is functioning properly. Please note that this option has not been removed or altered in any way. 

 

If you were unable to see the epay option, it is possible that you have not enrolled in EFTPS yet. Enrolling in EFTPS will enable you to have access to this option, and you only need to enroll once. If you are unsure whether you are enrolled or not, I suggest that you contact the IRS at 1.800.555.4477 for further assistance. 

 

Additionally, it is important to note that different filing and payment methods are available depending on your sales tax. For the Unemployment tax (SUI) in Colorado, there is no e-file or EPAY option, but you can create an SUI file to upload. However, for the Withholding tax (WH), the only option is to E-pay. 

 

It's important to ensure that you have enrolled in EFTPS, as the e-pay option is working properly and will only work if you have enrolled. Here's how to enroll: 

 

  1. Go to EFTPS.gov and select the Enrollment tab. Follow the onscreen instructions to submit your enrollment.
  2. You'll receive your PIN and enrollment number by mail within 7 to 10 business days.
  3. Once you've received your 4-digit EFTPS PIN you can go to EFTPS.gov. Click on the Login tab and enter the information needed such as the EIN, 4-digit EFTPS PIN, bank account, or last eight digits of your enrollment number, to continue with creating your password.

 

After completing the enrollment process, you can schedule and set up your tax payments to e-pay

The epay button appears in all the other options except "CO UI and Solvency tax". I've attached an image of "Colorado Withholding" and you can see the epay radio button. You can also see that epay is setup and working through federal. 

Why is there no epay radio button under "CO UI and Solvency tax"? Please escalate the issue.

I have the same issue, talked with a couple of QuickBooks reps today as well as rep from Colorado Department of Revenue. The number that QuickBooks gives from the CDLE article is not accepted on the Colorado Department of Revenue website.  I note in another article they say to use PayCycle for some auto payments so typed that in and the TPA form was accepted by Colorado Department of Revenue.  Waiting to see if it successfully processes.

In the meantime I made the payment myself since it's been 4 months of working unsuccessfully with QuickBooks helpdesk folks.

Are there any updates to this issue? I've been waiting for months for QB to pay our CO withholding taxes and it says "pending approval" still. I've spent hours calling QB and they don't know what to do. They say call CODR, I did, they say it's QB who needs to set it up. CODR has a place you can enter a username to grant third party access, when I ask QB what their username is they have no idea what I'm asking and talk in circles saying they've checked their resources and it's on CODR at this point. 

 

Any advice to get the wage witholding on autopay through QB? We send it manually every 2 weeks right now. All our other tax forms connect and auto pay no problem.

Hello, this is not true. I have been dealing with this since November 2023. The help folks (all 8 or so I have spoken to) do not know the user name. The username is required for ability to add TPA for COWH. We use Quickbooks desktop payroll - the information I am aware of is the ID is [removed] with a name of  Computing Resources Inc. The CLWH website doesn not accept this as the username - what is is? 

 

Please help - it is incredibly frustrating

Hi Louise,

 

I just spent multiple hours, again, talking to the agencies themselves. The Name and ID QB gave me is not registered with the CO WH or CO FAMLI. Please see attachments for proof directly from the agencies themselves. How can I prove this to QB so they can resolve the issue? CO WH states there is no registered TPA account matching what QB says exists. CO FAMLI also does not have the same TPA registered. CO UI works just fine - just not CO WH or CO FAMLI.

 

I have now spent over 80 hours trying to get this sorted out. QB help folks are not able to help. Please help, I am pretty desperate now.
