I just dealt with this.
I forgot that employees who aren't required to pay into state unemployment insurance program, then the employer does not get the 5.4% credit to offset against the 6% and instead is paying the full 6% on the $7000 wages.
Also, pay attention to the 940 filing if you have employees who don't have SUI. The 940s weren't calculating correctly and reflecting that there were adjustments to section 3 of the form.
